I had a celtic/scottish theme for my wedding in August and managed to find jewellery to match in Ortak jewellers. If you can get to Glasgow there is a shop in Partick called Robin hood and they do jewellery made from heather. The stalks are dried and coloured and they may match the tartan your mum will be wearing.
put jewellery makers in search engine and lots of pages will come up to choose from
Kit Heath does gorgeous jewellery http://www.kit-heath-jewellery.co.uk/ and some of his stuff is Celtic style. If you're looking for one off pieces however then my stepmum used Claire Doanld and her stuff was truly beautiful! http://www.clairedonald.com/
Hope your mum has a lovely day
There's tons of sites out there, just do a search for "Scottish Jewelry" or "Celtic Jewelry"
