It depends on the dress and without actually seeing yours it's tough to say. Some dresses have a lot of detail or design. A necklace would be too much. A simple dress with clean lines would be best to feature a necklace. Sometimes it's just best to wear a more dramatic earring and forget the necklace altogether. Less is always more.
a somewhat long silver dangly necklace.
one that goes to the middle of your clevage & matches the earrings
a big chunky beaded one if you have a small bust, or a subtle, but cute one. both should end right above the cleavage.
a silver one. either one with a huge pendant or chain, or a small one. depends on how big the designs are on the dress, if its a lot or very in ur face, wear a small necklace.
A pretty one!
a shorter, rounded wire necklace that hooks in the back with a large, bold pendant - rather than a long, loose chain - is very flattering with any low neckline, especially strapless.
Either simple or one with a big pendant so it grabs alot of attention.

If the dress is formal then a small chain necklace with a charm on it would work, but if it's casual GO CRAZY! Short with big beads or really long beads (like pearls or jade) that go all the way to your belly button would look UH-MAZE-ING!
